Message To Our Staff (COVID-19)


This is to advise that Network Child Care Services (Network) has been directed by the Ministry of Education and the City of Toronto Children’s Services to close its Child Care Centres due to the COVID-19/Coronavirus. The last day for the St. Nicholas and the TCDSB housed Programs was Friday March 13, 2020. The last day for the remaining Centres was Monday March 16, 2020.

In its communication of Monday June 8th, 2020, the Ontario Ministry of Education has advised that there will be an extension of the emergency measures for licensed child care Friday June 19th, 2020. Network Child Care Services is therefore obliged to keep its operations and programs closed until Friday June 19th, 2020.

Network is undertaking all required consultations to minimize any risk to staff health and safety, and has made the decision to close the office as of Wednesday March 18, 2020. However, Management is available remotely to respond to any inquiries.

Under the circumstances, you are advised to consider the following options and entitlements:

  1. Network will place you on temporarily lay off during the closure, and a Record of Employment (ROE) will be issued to Service Canada by March 27, 2020 for you to apply for Employment Insurance (EI) benefits. You may choose to apply for Employment Insurance (EI) benefits prior to this date. The Employment Insurance Benefits (EI) constitutes 55% of your gross pay. In light of these extreme circumstances, Network will top up your Employment Insurance Benefits (EI) to 90%, for this pay period, in recognition of your dedication and commitment to Network.
  2. You may use personal leave time entitlements (PLD or Vacation Time) under your employment agreement at your discretion. If you choose to use such days, it will have the effect of pushing your lay-off date forward. However, you should also realize that if you use such days at this time, you will have less days to use for a later time. To be clear, any use of such days is entirely up to you.

Please note that Network’s payroll service provider platform (ADP) is not set up to enable top-ups to Employment Insurance benefits. Network has asked the payroll service provider to alter the system to accommodate such payments. We are hopeful that we will not encounter any glitches but in the event we do, we ask for your understanding and patience.

Please advise your Supervisor immediately as to your decision to use any of your personal leave time during the closure or if you wish to apply for Employment Benefits (EI). If you have any questions or require additional information, please contact your Supervisor who will email me on your behalf.

We regret this decision, and please understand that it is beyond Network’s control.
